Notification For ASI Election 2018 For the Following Posts in ASI

As per the provisions under Section 5 a) of the Constitution of ASI, notification is hereby given for the election for the posts of (1) President of ASI for the year 2020, (2) Executive Committee Members from various State Chapters of ASI for the year 2019-2021, (3) one Chief Editor, Indian Journal of Surgery for 2019-2024, (4) one Editor, Indian Journal of Surgery for 2019-2024 and (5) five Editorial Board Members, Indian Journal of Surgery for 2019-2024, which shall be held through Electronic Voting (E-Voting). The procedures and guidelines for Electronic Voting are explained below.

Nominations:

Nominations for the posts of (1) President of ASI for the year 2020, (2) Executive Committee Members from various State Chapters of ASI for the year 2019-2021, (3) one Chief Editor, Indian Journal of Surgery for 2019-2024, (4) one Editor, Indian Journal of Surgery for 2019-2024 and (5) five Editorial Board Members, Indian Journal of Surgery for 2019-2024 are hereby invited so as to reach the Chief Election Officer, The Association of Surgeons of India, 18, Adam’s Street, (No. 21, Swami Sivananda Salai), Chepauk, Chennai – 600 005 on or before 5.30 pm on 31.08.2018 by Registered / Speed post.

Last date for withdrawal of nominations for the above elections is 15.09.2018 till 5.30 pm.

Nominations for the post of President of the Association of Surgeons of India for 2020 shall be from Full Life Members with voting rights and of not less than 10 years standing in the Association. He/She should have been elected at least once to and served one full term of 3 years at the Executive Committee (GC) in the past. Candidates from areas / groups not eligible to have been represented by an elected EC/GC member should have been a member (nominated or ex-officio) of EC/GC at least for one term. {Rule 5(e)(i)}

Nominations for the post of Executive Committee member from recognised state chapters of ASI for the year 2019-2021 shall be from Full life members of not less than 5 years standing in the Association. They should have served at the state level as an elected member of the executive committee at least once and should have completed one full term.{(Rule 5(e)(iii). The nomination shall have the proposer and seconder from the same state and shall be preferably endorsed by the state executive. {(Rule 5(e)(iv)}

Nominations for the post of one Chief Editor/one Editor/5 Editorial Board Members, 2019-2024 shall be from Full Life Members with voting rights and of not less than 10 years standing in the Association.

Eligibility:

a) Criteria for eligibility to contest Editorial Posts will be as follows:
i) Chief Editor: 20 published articles in Surgery, of which at least 10 in indexed journals and I term as Editor or Editorial Board member. {(Rule 11(a)(i)}
ii) Editor: 10 published articles in Surgery, of which at least 5 in indexed journals and 5 years of experience of working in Editorial Board of any Surgical Journal. {(Rule 11(a)(ii)}
iii) Editorial Board Member: 5 published articles in surgery of which at least 3 in indexed journals. {(Rule 11(a)(iii)}

There shall be no geographical restriction for eligibility to hold any of these posts.

Members who are in arrears of subscription as on 30.06.2018 are not entitled to propose, second or vote in the election.

Eligible voter’s list as approved by the Executive committee meeting held on 10th March 2018 is uploaded at the ASI Website on 30th June 2018 for verification of members. If any discrepancies need to be rectified, please contact the Chief Election Officer with the proof of payment of Subscription / Life membership fee so as to enable them to be included in the list. The final corrected voters list will be uploaded at ASI website on 31st July 2018.

Re-registration process will continue till 15th September 2018. All those who have updated their details till 15 September 2018 5:00 PM will constitute the voter list. Those who had updated their details in previous year and had voted in previous year, need not register again).

As the voting is electronic, every eligible voter need to be re-registered at ASI with any approved Photo ID and should have provided mobile number and e-mail ID to which alone their password will be sent by the system. Those who have already done the re-registration and participated in the elections from 2012 to 2017 will be automatically included in the re-registered category and can take part in the election. If there is any change in mobile number or e-mail ID, that may be intimated to the Chief Election Officer with proof for appropriate correction.

The nomination forms for the Election for the post of President 2020, Executive Committee Members from various State Chapters of ASI for the year 2019-2021 and for the various posts in the Indian Journal of Surgery 2019-2024 are annexed.

A brief and correct bio-data not exceeding thirty lines for the posts of President ASI 2020, ten Lines for the post of Executive Committee Member 2019 – 2021 from various State Chapters and ten lines for all the mentioned posts in IJS, duly signed by the candidate must be sent along with the nomination form. (Paper Size A-4, type size 10 font). The bio-data must be signed by the candidate. Failure to send the bio-data as prescribed and without signature of the candidates will entail rejection.

A high resolution colour photograph signed on the reverse by the candidate with name also should be send along with the nomination form to be put up at the website.

A Demand Draft for Rs. 10,000/- (Rupees Ten Thousand only) for the post of President ASI 2020 & Chief Editor IJS and Rs. 5,000/- (Rupees Five thousand only) for the post of Executive Committee Member from various State Chapters 2019-2021, Editor & Editorial Board Members, of Indian Journal of Surgery 2019-2024 in favour of “The Association of Surgeons of India” payable at Chennai along with each nomination should be send as Non-Refundable Deposit.

Nominations for more than one of the posts simultaneously in the same election process will not be accepted. {Rule 5(e)(v)}

All nominations forms shall be scrutinized and approved by the Chief Election Officer.

Any candidate who wishes to have the eligible voter’s list and the list of re-registered members who can take part in electronic voting can avail that from the ASI Head Office at Chennai at a cost of Rs.5,000/-. (Rupees Five Thousand only), which may be sent by DD in favour of “The Association of Surgeons of India” payable at Chennai.

NOTE:

  • Any complaints / disputes arising out of election process shall be referred to & decided by the Chief Election Officer / President & Honorary Secretary.
  • Misinformation and spreading false rumours regarding election to other contestants and voters by mail, phone or post amounts to indiscipline and is liable for suitable action.
  • The decision of the Chief Election Officer & President shall be final.
  • No legal proceeding shall be instituted by any person outside the jurisdiction of the Chennai Civil Court regarding the election disputes. {(Rule 14(d)}
  • Your password received either in the mobile or mail shall not be informed or transferred to anyone.
