1. Meeting was called to order by President, Dr Shiva K Misra. In the unavoidable absence of Hon. Secretary, Dr Ebenesh Bensam, the Joint Secretary, Dr Sanjay Jain collared the President. The house observed a minute in silent prayers.
2. A. Dr Misra welcomed all the Executive Committee Members, Special Invitee, Dr Satish Shukla, Director Surgical Studies, Dr Santhosh John Abraham and Chief Editor, Dr Chintamani to the Executive Committee meeting. He thanked all members for accepting his leadership for last two years, staying united trusting the leadership at all times to
steady the ASI.
B. Dr Misra briefly then narrated about the cases against ASI, informed the house about the hardship of going to different parts of the country with ultimate financial loss to the ASI. He listed the cases, mentioned about the status of each and what is to be done further on these.
C. Dr Misra mentioned about the status of the Registration of constitutional amendments with the Registrar of Societies at Tamilnadu.
D. Dr Misra briefed the house about the six Regional Refresher courses and the new format for FAIS credentialing which was a huge success.
E. Dr Misra explained about the Social Security Scheme, Professional Indemnity Scheme and about the ASI mobile app.
F. Dr Misra detailed about the first ever ASI Ethics meeting at Vapi at the Meril Campus and congratulated all the participants particularly Dr Sanjay Jain for bringing out the booklet with ASI ethic statements.
G. Dr Misra congratulated Dr Shalabh Gupta for bring out a News letter, “scalpel” in spite of very short time.
H. Dr Misra congratulated Dr Chintamani for making IJS very much contemporary and for making it a green initiative.

The house observed a minute of silence in prayer in memory of the departed souls and requested the Hon. Secretary to send condolence messages to the bereaved family.
4. Dr Jain informed the house that the Secretary’s report is included in the Annual report book and mentioned about the salient points. It was unanimously passed as proposed by Dr Diptendra Kumar Sarkar and seconded by Dr Vakamudi Prakash.
5. Dr Sanjay Jain mentioned that the minutes of the EC meeting at Vapi on 3rd September 2017, is printed on the Annual Report Book. The house unanimously passed as proposed by Dr. Raj Govind Sharma and seconded by Dr K. N. Shrivastava.
6. Action taken on the minutes of the E C Meeting held on 3rd September 2017.,at Vapi
i. Letter sent to Dr. R C Sreekumar regarding formation of Vascular Section of ASI.
ii. Letter sent to Dr. Sanjay Kumar Jain regarding approval of formation of Bhopal City Branch of ASI.
iii. Final settlement was paid to Mr. Vaitheeswaran as per the EC approval.
iv. Letter sent to Bank of India, Islampur Branch regarding freezing of ASICON 2015 account.
General information
a. Individual mail sent to all PG’s those have attended the Regional Refresher Courses at Hyderabad, Kolkata, Chennai, Bhopal & New Delhi to became a Member of our Association.
b. Nominations sent to all Committee Members for the selection of Awardees for the year 2018.
c. Lease rent, Corporation Tax, Metro Water was paid up-to-date.
d. Constitutional Amendment was submitted to Registrar of Society for final approval.
e. Last Core Committee Meeting was held on 9th December 2017 at ASI Headquarters.
f. Newly renovated ASI Office complex was inaugurated by President Dr. Shiva K. Misra on 10th December 2017.
g. Prof. R Nanjunda Rao CME was conducted on 9th & 10th December 2017 at ASI Auditorium.
h. This year more than 130 Members have applied for FAIS.
i. Dr. Coat, T-Shirts & New Ties with ASI Logo is ready for sale at ASI Head Office Counter.
7. Membership of ASI.
Dr. Sanjay Jain informed the house that
a). 150-Associate Members were advanced to Full Members from 1st September 2017 to 20th December 2017
b). Full Life 430 & Associate Life 516. Total = 946, New members got enrolled from 01.01.17 to 20.12.17
c). Membership Strength of ASI as on 20th December 2017 = 21375

8. Hon. Treasurer Dr. C R K Prasad mentioned that the following are already available at the annual report 2017.
a. Audited accounts statement for ASI & Building a/c 01.04.2016 to 31.03.2017
b. Unaudited accounts statement for ASI & Building a/c 01.04.16 to 30.09.17
c. Revised Budget 2017-18 and Budget estimate 2018 – 19.
Dr Prasad mentioned that the Income tax department are viewing the activities of the professional organizations very seriously and hence requested all state chapters representatives to make sure of submission of audited statements to ASI Head quarters happens in time. The EC unanimously approved the financial statements as proposed by Dr Rana A. K. Singh and seconded by Dr Sai Vittal.
9. Dr Chintamani explained how the IJS works with illustrations on the process and also presented a count on the activities. He also mentioned that the Green initiative by IJS to go on online except to institutional subscribers and those who applies for this. Dr Chintamani mentioned that there will be substantial financial saving with such decision. He wanted the EC to approve more time to IJS workshops at Regional Refresher Courses and at state level meetings. The EC approved one hour at every RRC for IJS workshops at the expense of IJS finances.
10. ASICON 2016 audited accounts
Organising Secretary Dr Siddesh thanked all EC for having supported him and his team during the time of “uncertainty” purposefully created by the then President prior to ASICON 2016 at Mysore. He mentioned that audited accounts were already submitted to the ASI HQ. Dr Siddesh mentioned that as contrary to the previous submission, the Organsing Committee shall bear the legal expenses themselves and in lieu of that an additional amount of Rs 10 lakh of rupees will be paid to the ASI HQ. He also mentioned that the surplus amount with the organisers is substantial. An additional sum of Rs 25 lakhs more will be paid to ASI national body. He requested the EC to consider this amount be treated separately to be kept as a corpus and the income from this yearly may be used for a specified purpose which EC agreed. Dr Misra congratulated “TEAM MYSURU” for their valiant effort to hold a great show during ASICON Mysuru 2016. ASI will thankfully remember “Team Mysore” for the highest contribution so far from any ASICON in the history of ASI amounting to a total of one crore. Dr Siddesh also made it clear that the remaining money will be utilized in consultation with the state chapter.
11. Matters related to ASICON 2015 accounts.
Dr Misra narrated the steps taken to get the details of the accounts of ASICON 2015 at Gurgaon. As per MOU, within three months the unaudited account along with the amount of Rs 30 lakhs should have been paid to ASI. MOU also insists on submission of audited accounts and 50% of the profit to ASI by 30th September. None of the clauses
have ever met with the Organising Secretary. Dr Misra had informed the house that he had been talking and writing to Organising Chairman, Hon. Treasurer of Organising Committee, Chairman and Hon. Secretary of the Haryana State Chapter for the last one year. When all gates have closed, ASI was forced to take legal steps. The initial legal notice sent have been returned by all concerned which forced him to take steps to file FIR and civil procedures for getting the amount due to ASI. At Vapi meeting of the Executive Committee of Dr S.S Bhardwaj who was the Chairman of the Organising committee had tabled a Photostat copy of “audited accounts”. On scrutiny the content of expenditure had been found hugely escalated and the EC had asked for submission of supportive documents for internal auditing by GC. Till date no such documents had been supplied to ASI. The bank statement clearly shows that the FD of Rs 2 crores had been prematurely broken and money had been withdrawn almost a year and a half after the meeting pointing out the malicious siphoning of money on personal grounds. An request
to the bank to freeze the accounts had been turned down. The house opined that the
matter is to be escalated to RBI or Bank Ombudsman. Dr Misra agreed that the recovery
of money will be taken as the priority of ASI and every step will be adopted to take the
matter to the logistic conclusion. The EC felt the need to authorize Dr Misra to continue
with the responsibility to follow up the cases.
12. ASICON 2018 – Reconfirmation of Venue & Signing of MOU.
Dr Misra informed the house that Organising Committee for ASICON 2018 Chennai is
working well. He informed the house that the ASICON today had turned out to be
“multicrore business” using the PAN of ASI on behalf of ASI which makes ASI liable for all
legal and tax related issues. The house had detailed discussion about this and concluded
that from ASI Head Quarters, EC will nominate two observers who will have to be part of
all negotiations with all vendors for the conduct of ASICON namely the vendors for
Event Manager, for Site and its infrastructure construction, for audiovisual, for catering,
for printers, for cultural performance, for beverages and others. The observers shall
ensure that the selection of the vendors will have to be done after receiving proper
quotations and negotiations. All major payments by the Organising committee (Above
Rs 10,000/-) shall also have the permission of these observers. This is to be made
applicable from ASICON 2018 and the MOU shall be amended to include these
provisions and signed with the Oragnising Committee as early as possible. The house
selected Dr Shiva K Misra, the out going President and Dr Santhosh John Abraham as
observers for ASICON 2018 Chennai. This was unanimously passed as proposed by Dr
Shyam Bhutra and seconded by Dr Probal Neogi.
13. ASICON 2019 – Selection of Venue.
Dr Misra informed the house that the Head Quarters had received two valid
nominations – one from state of UP for Agra and other from state of Odisha for
Bhubaneswar. House felt that the EC should recommend Bhubaneswar as it is quite
some time that the ASICON had gone to East.
14. Regional Refresher Courses/ FAIS Credentialing.
Dr Santhosh John Abraham, Director Surgical Studies have briefed about the six Regional
Refresher courses conducted at six different places in the country. He also briefed the
house about the hands on workshop conducted on the previous day of the RRC and also
gave a brief report on the FAIS Credentialing program held simultaneously. The average
attendance was close to 300 per zone. He expressed his gratitude to all who have
contributed selflessly to the cause of post graduate surgical teaching in the country.
House decided that the Organising Secretaries shall be given a certificate of appreciation
by the ASI Head quarters. This was also decided unanimously proposed by Dr Sai Krishna
Vittal and Dr Bharath Panchal.
15. Status of Academic and Social Welfare Council.
Dr Misra mentioned that as per constitution he had formed Academic Council and
appointed Dr Santhosh John Abraham as Director of Surgical Studies for 3 years. Dr
Misra praised the effort of Dr Santhosh to bring about a good academic programme for
the ASICON 2018 well in time. Dr Santhosh mentioned that members of the academic
council had been chosen from different zones and the effort will be to formulate
“Guidelines/Recommendations” for all surgical problems. He requested all EC to
contribute to this and be part of this effort.
16. Social and charitable services Award.
Dr Misra mentioned that as a charitable organization, it is the duty of all of us as an
individual and as part of the organisation to provide service to the society. This needs to
be quantified and published so that we can avail credit for that whenever an
opportunity arises. He also seeked the permission of the EC to start two awards every
year to be given to the members of ASI who had done social services every year. Dr
Misra mentioned that he is planning to give two awards this year to Dr Girish Mohan
Singhal & Dr P. Raghuram. The house unanimously agreed to this proposal proposed by
Dr Makhan Lal Saha and seconded by Dr Padmakumar.
17. Ethics and Surgery in 21st century – release of book/DVD – Dr. Sanjay Jain – Jt. Secretary
Dr Sanjay Jain thanked all the contributors of this great meeting. He also thanked M/s
MERIL for providing the venue, arranging the logistics and publishing the “ASI Ethics
Document” which will be officially released during the inaugural function.
18. Skill centers/ISTP.
A. Dr Misra briefed the house for the need to develop the skill development centres for
all surgeons particularly for the postgraduate trainees. He informed the house that ASI
had entered into a contract with M/s MERIL who will provide their training centre at
VAPI for the use of ASI and also will assist ASI in conducting skill development courses at
different places in the country. He also mentioned about few centres in the country who
are expressed their willingness to open the facilities to the ASI proposed candidates. Dr
Santhosh mentioned that M/s Johnson & Johnson also are willing to extend their
support in such activities by providing mobile centres to be taken to different centres in
the country. It was unanimously decided that ASI should organize a “training the
trainers” programme with the idea of standardizing the skills development across the
country.
B. Dr Misra appreciated the initiative taken by Dr P Raghuram for making the Royal
Colleges of England and Edinburgh to accept the platform of ASI for selecting the
candidates for international training process. He informed the house that six candidates
were already selected under this specific programme.
19. ASI Schemes – Social Security Scheme / Professional Indemnity Insurance
A. Dr Misra congratulated the efforts taken by Dr Khandelwal, Dr Kaushik Shah & Dr
Shalabh Gupta for their hard work to resurrect the social security scheme formulated by
Dr Satish Shukla. He mentioned that by this ASICON the membership will cross 500 and
they will be considered as Founder members. The success of any scheme will depends
on the strength and urged all to make efforts to enroll more members.
B. Dr Misra also briefed the EC the advantages of the indemnity scheme of ASI.
20. ASI App and ASI website
Dr. T. Narayanrao – Joint Secretary briefed the house about the new ASI website and
mobile app. The house congratulated Dr Narayan Rao for his constant efforts in this
matter.
21. Renovation of ASI HQ
Dr G Laxman Shastri, HQ Secretary showed the pictures of the renovated administrative
block of the ASI HQ. The EC appreciated the services of Dr Laxman Sastry in making this
possible.

R. Betadine Young Surgeon Award ———– Dr Abhimanyu Kapoor, Kanpoor
Dr Misra informed the house that most of the travelling fellowships have no applicants
and the amount available for most of these fellowships are in the range of Rs 2000/- to
Rs 7000/- only. It is appropriate at this stage to close all these fellowships and institute
worthy fellowships. The House decided to close all these travelling Fellowships and start
5 ASI Travelling Fellowships, each worth Rs. 50,000/-(Rs Fifty thousand only). Similarly
Hari Om Perit Ashram Rangachari Research award was initiated with the financial
support of the said Ashram which stopped the support 10 years back and has not
responded to our request for many times. Hence ASI had been giving only a certificate
to the awardee. It was again decided to close this award. The guidelines for the
selection of candidates shall be presented in the next EC Meeting. The EC unanimously
agreed on this proposal, proposed by Dr Velusamy and seconded by Dr Achal Gupta.
23. Status of Constitutional Amendments ASIDr
Shiva K Misra informed the house that the constitutional amendments which was
passed by the GB at Ahmedabad in 2013 has finally been approved by the Registrar of
Societies. And as per the provisions of law, it has become applicable from the day t had
been passed by the GB. This is a great achievement and hoped that this will further stop
all litigations on ASI outside Chennai. He mentioned that contrary to the belief that the
constitutional amendment in 1985 was registered, it was informed the house that the
office of the Registrar was not in possession of any constitution and hence this
registration is of immense significance to the ASI. It was a tragedy that people with
vested interest like Dr Rajkumar who with his local influence could get false documents
to agonisingly prolong the collusive cases. The major changes insisted by the Registrar in
lines with the Tamilnadu Registrar of Societies act and hence be applicable to all such
registered societies are to replace the nomenclature of President Elect by Vice President
and to have elections for EC every year. The house felt happy and congratulated all who
worked behind this great achievement.
24. Election matters
Dr Misra narrated the initial difficulties posed by a Presidential candidate in injuncting
the Election process by an exparte decision from the same court through the very same
advocate of Dr Rajkumar reaffirming the nexus between few persons purposefully trying
to harm the association. However the appellate court vacated the injunction and also
appointed a retired High Court Judge and an IT expert as court observer for the
elections. There were no complaints from any corner and the report of the election was
submitted to the Hon’ble Judge for submission to the court. Dr Dilip Gode was elected
unopposed as President ASI 2018 and Dr Pankaj Modi was also elected unopposed as EC
from Gujarat. Dr Arvind Kumar was declared Elected as President ASI 2019. Since there
were no candidates for the post of EC from West Bengal Dr Somnath Ghosh was
nominated to represent West Bengal. He congratulated all the winners and again
welcomed them to the EC meeting.
25. Decision on status of Sections
Dr Misra mentioned that AGUSI is a redundant section with no membership growth, no
activities and no elections. Its eternal President Dr Anil Thackker was requested to
relinquish the post and hand over the details of past activities and accounts long back. It
was not done till date and it was decided to close this section. Proposed by Dr
Soppimath and seconded by Dr Nikhil Singh.
26. Status of various cases of ASI and its further course
A. Dr Misra once again listed all the cases and briefed about the status of all cases. He
mentioned that Dr Rajkumar has obtained a stay from acting further on the letter of
termination served to him by the Hon. Secretary on 28th March 2017. He wished that
no member takes the matters related to ASI to courts without exhausting the redressel
facilities within the organization. All court cases are waste of time and a huge financial
loss to ASI.
B. Dr Misra briefed the house about the case filed by few members from Bihar Chapter
at Supaul to hold ASICON at Patna. This was again an ill-conceived collusive case which
costed ASI an expense close to Rs 15 Lakhs. He thanked the Organising team of ASICON
2017 Jaipur to financially support ASI in the fight for justice. He informed the EC that for
last two years he had been in constant touch with the EC Members from the state to get
the unlawful case withdrawn, but no definite help was coming forth. After the case was
dismissed on merit in favor of ASI HQ, one of the EC had been pleading on behalf of the
members who had approached the court from initiating any disciplinary actions against
them. Dr Bindey Kumar and Dr Sitaram Prasad Singh representing Bihar Chapter on their
personal behalf mentioned that approaching the court was not in the right taste. The
house on such regret decided not to further proceed in this matter.
27. Status of disciplinary proceedings
Dr Misra mentioned that the decision of termination of members by the EC meeting at
Moussourie in March 2017 needs to be ratified by the GB to complete the termination
of Primary membership from the ASI. But in the case of Dr Rajkumar, there is legal
prohibition on discussing about termination as per letter send to him by the Hon.
Secretary dated 28.03.2017. He also mentioned that Dr Dinesh Shah who was
suspended in the same meeting on prima facie anti ASI activities was served the show
cause notice and as per the constitution had been noticed to appear before this EC for
defending his case. He had not replied nor appeared so far. The EC had terminated his
membership from ASI and the same will be placed before the GB for ratification.
28. Any other matter with the permission of Chair
A. A resolution was moved by Dr Sanjay Jain to place on record the appreciation of EC
for the effort taken by the ASICON 2017 Jaipur team for a great show.
B. Dr Misra informed the EC that the services of the CEO was dismal and seeked the
permission to discontinue his services and the EC agreed to it.
C. Dr Santhosh mentioned that the Office staff of ASI had substantially improved and
hence recommended financial incentives in line with their contribution and the EC
agreed to it.
D. Dr Abhay Dalvi seeked clarification from the EC regarding a proposal received by
Maharashtra State Chapter for acceptance of Vidharbha region in Maharashtra as a
“City Chapter of ASI”. EC clarified that “Chapter” is the term given to a set of members
belonging to any “state” in the country to function as a single unit. “Vidharbha” is not a
state and hence not eligible to get the status of a “chapter”. It was further clarified that
“Vidharbha” being a region and the proposal included many different already existent
well functioning “City Branches” is not entitled for getting the position as a “City
Branch”.
